FOR CITY COUNCIL - DISTRICT 3
Hello Neighbors,
I am running to serve District 3 on Victoria City Council because I believe we need strong Christian leadership to represent the ideals local residents cherish and will work for the policies they want. As a non-partisan independent, I will bring the values and needs of our neighborhoods to City Hall, and I’ll always put people and principles before partisanship or politics.
I was born in Victoria, and grew up in a brick house in Northcrest that my father and mother built with their own hands. Generations of my family have served our community as schoolteachers, craftsmen, and public servants. While my heart to serve may come from my family, my work ethic has also been formed by working side-by-side with many good people. Since coming back to Victoria some years ago, I have constantly looked for ways to give back to our local institutions and build up this community that gave me so much growing up.

About Me
Woodrow Wilson Wagner was born and raised in Victoria. An active member of Holy Family Catholic Church, he was educated at Our Lady of Victory School and Saint Joseph High School. He received Bachelor’s degrees from Texas A&M University in Political Science and in Communications. After working for Congressman Greg Laughlin as a Legislative Assistant in Victoria and Washington, Woodrow went on to earn a Master’s Degree in Communications from Texas State University, and a Master’s Degree in Politics from the University of Dallas.
Over the past 25 years, Woodrow has worked in many areas of education including teaching, coaching, public policy creation, and administration at both the school district and collegiate levels. He currently serves as Director of Institution Programs for the University of Houston-Victoria, and also teaches Political Science and Communication courses at UHV.
As an innovative educator, he has shown a vigorous commitment to students in helping them develop career skills, strengthen their character, and enhance their learning. His courses teach students how to use communication to exercise their God-given freedoms, understand the needs of others, and create innovative solutions to improve the world around them. Woodrow understands the unique needs of Victoria’s young people, especially first-generation college students. He prioritizes meeting students where they are to get them where they want to be, helping improve the quality of local education one student at a time.
Priorities
I want Victoria to move in the right direction, and for our city government to focus on initiatives that build up Victoria while keeping it a place people want to call home. There are no one-size-fits-all solutions to the challenges we face, and as a former Coach I know that hard work and teamwork are often the best ways to move the ball toward the goal.
Improve Local Infrastructure
We must continue fixing streets and solving drainage issues. It’s also vital to look forward to future needs such as developing more fiberoptic and broadband internet options to better connect our citizens to local opportunities and the wide world around us.
Prioritize Public Safety
Our city has been blessed for many years with excellent fire, police, and emergency personnel. To continue this as the sprawl of cities like Houston creeps closer, we must have competitive pay for our first responders while looking for fresh ways to recognize their contributions and enhance first responder retention.
Enhance Communication
Many people seem to be disconnected from the important decisions made at City Hall, and sometimes only contact the city when problems have already arisen. We should look for ways to enhance transparency, and proactively communicate with Victorians to help with understanding what is being done by the city and when and why.
Build Up Partnerships
Through increased communication and collaboration with Victoria County, VISD, Victoria College, and UHV, we can better identify common priorities and combine resources to maximize impact and increase opportunities for all Victorians.
Innovate Economic Development
By fostering a vibrant economic environment, I believe that we can create more job opportunities, support local businesses, and ensure a bright future for Victoria. We should work closely with groups that help drive job creation like the Victoria Economic Development Corporation, the Victoria Sales Tax Corporation, the Port of Victoria, and Victoria County. I’m a strong believer in using good data and hard facts to guide decision-making when it comes to economic development, while also taking recent market research into account. We also need to have key performance milestones in place to accurately gauge how the city’s master plans are being implemented.
Seek New Funding Sources
It is worth investing to expand the efforts and scope of the city’s Grants Office, which has secured thousands of new dollars for vital city projects. We should also look at new ways of working with partners and lawmakers at the state and national levels to target specific items that benefit Victoria.
Affirm Our Values
Our public policies need to reflect the deeply-held values of local residents. Victoria is conservative politically and compassionate to people, and we ought to embrace this and never forget who we are here at the “Crossroads of Texas”. We should strongly consider partnering with faith-based organizations to promote good work, and assist them whenever possible in achieving goals. This is not San Francisco, Seattle, or New York City, and Good Lord willing it never will be.
Thoughts...
There are billions of dollars of economic development commitments in our region, and VEDC seems to be making real progress. However, many people don’t feel like there’s much in our community yet from all this. One of the most important local economic issues over coming years will likely be housing. Otherwise, where are the people working the hundreds of new jobs projected for our near future going to live?
People see stories like Taco Bueno is closing and listen to national news, and it can be easy to think the economy is really in rough shape. Truth is, our economic numbers in Victoria are solid. We need to plan and be prepared to ride the wave that’s headed our way from all the new development coming into our part of Texas. This is part of why having more homes in Victoria is important. We want people to be able to live here, not just commute to work here.
Victoria’s economy is strong when our businesses here are strong. City government should recognize that it’s the business community that builds our economy through creating jobs and bringing new opportunities to our city. To achieve the increased economic development and growth forecast in the city’s strategic plan, things like infrastructure must be prioritized to better support business endeavors. Regulations and zoning need to be common-sense, and make sense for the city we live in. Your representative on City Council should work for YOU, and make sure your voice is heard at City Hall. I can be that voice for you!
